Public School Teachers to receive Double of their Bonus

It’s a merrier Christmas this year for the country’s 720,000 public school teachers.

By year-end, public school teachers are expected to receive bonuses ranging from P34,000 to P64,000, double what they got in the previous year, according to Teachers’ Dignity Coalition (TDC).

A teacher with a basic salary of P19,077 awaits the following perks: 

  • a minimum of P5,000 in performance-based bonus (PBB); 
  • a year-end bonus worth P19,077; 
  • P5,000 in cash gift and 
  • another P5,000 as productivity enhancement incentive (PEI)
according to TDC chair Benjo Basas.

“This is an unprecedented amount,” Basas said, attributing the increase in part to the significant increase in teachers’ basic salaries. But teachers, who stand to receive the maximum amount of P35,000 in PBB, can get the maximum amount of P64,077.

“The PBB, year-end bonus and cash gift will all be released this month [November] while the PEI will be given in December,” he noted.

The PBB is part of the productivity-based incentive system under the Salary Standardization Law-3 in which teachers and other employees stand to receive a bonus ranging from P5,000 to P35,000 depending on the performance of their respective schools and personnel for a specific fiscal year.

Basas said only about 2 percent of the Department of Education’s (DepEd’s) teaching force could get the maximum amount of PBB. “It’s hard to get a PBB higher than P5,000,” he noted.

Teachers and other DepEd employees and officials who received national awards last year from the Civil Service Commission, Metrobank Foundation and the National Literacy Awards will automatically receive the bonus in full at P35,000, according to DepEd rules.

Last year, an entry-level teacher got P16,774 in bonuses while about a small percentage of teachers received the maximum amount of P46,744, Basas said.

DO 2, s. 2016 - Implementation of P3,500.00 Net Take Home Pay for DepEd Personnel

1. The Department of Education (DepEd) shall implement the Authorized Deductions provided in Section 52 of the General Provisions of the Republic Act (RA) No. 10717, General Appropriations Act (GAA) for Fiscal Year (FY) 2016, entitled An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty One, Two Thousand and Sixteen, and for Other Purposes, which is quoted as follows:

Section 52. Authorized Deductions. Deductions from salaries and other benefits accruing to any government employee, chargeable against the appropriations for Personnel Services, may be allowed for the payment of individual employee’s contributions or obligations due the following, and in the order of preference stated below:


    a) The BIR, PHILHEALTH, GSIS and HDMF;    bNon-stock savings and loan associations, and mutual benefits associations duly operating under existing laws, which are managed by and/or for the benefit of government employees;
    cAssociations, cooperatives, or provident funds organized and managed by government employees for their benefit and welfare;
    dGFIs authorized by law and accredited by appropriate government regulating bodies to engage in lending;
    eLicensed insurance companies; and
Thrift banks and rural banks accredited by the BSP.

In no case shall the foregoing deductions reduce the employee’s monthly net take home pay to an amount lower than Three Thousand Five Hundred Pesos (P 3,500.00).



2. In accordance with the above provision, new deductions may not be allowed if these deductions would reduce the net take home pay of borrowing employees to an amount lower than Three Thousand Five Hundred Pesos (P3,500.00) threshold.

3. However, it is recognized that existing deductions before the issuance of this Order may have already reduced the net take home pay of borrowing employees below the P3,500.00 threshold, since the previous threshold before the effectivity of 2016 GAA was only Three Thousand Pesos (P3,000.00). It is further considered that discontinuing or reducing existing deductions would be very disruptive, as it would require significant changes in the payroll system, and it may lead to the exercise of discretion as to which deductions to retain or postpone. More importantly, it would have implications on contractual agreements between the borrowers and the lenders, consistent with the constitutional guarantee that no law impairing the obligation of contracts shall be passed (Article III, Section 10, 1987 Philippine Constitution), and the possible imposition of penalties in case of violations thereof.

4. Therefore, the new threshold of P3,500.00 would apply to new deductions only. Deductions for newly-granted loans would not be effected unless the P3,500.00 threshold is satisfied. Moreover, queued deductions, that is amortizations for previously granted loans that have not been deducted yet from borrowing employee’s salary, are considered new deductions for purposes of this Order. Thus, queued deductions may not be effected unless the P3,500.00 threshold is observed. However, this, notwithstanding the order of priority for previously queued deductions, would remain. When the salary threshold allows, the loan amortization that is ahead of the queue would be the first to be deducted from the borrowing employee’s salary.
5. The concerned personnel in the payroll and other involved units/offices in the central, regional and schools division offices, as well as the fiscally autonomous secondary schools, are hereby instructed to strictly enforce this Order.
6.Immediate dissemination of and strict compliance with this Order is directed.

Amendment to DepEd Order No. 55, 2003 (Increase of Payment of Loyalty Cash Gift)

  1. Pursuant to the Civil Service Commission Memorandum Circular No. 06, s. 2002, entitled Revised Policies on the Grant of Loyalty Award, the payment of Loyalty Cash Award (LCA) was increased to an amount not less than P 500.00 but not more than P 1,000.00 for every year of service to qualified officials and employees.
  2. In view of this,  Paragraph 2 of DepEd Order No. 55, s. 2003 which states that, In this connection, the payment of such cash gift  to all officials and employees of the Department shall be increased to P 500.00 from the old rate of P 300.00 per year of service, is hereby amended as follows:
“2. In this connection, the payment of such cash gift to all officials  and  employees  of  the  Department  shall  be  increased  to P 1,000.00 for every year of service of the qualified official/employee.”
  1. This  is  also in line  with  the Commission  on   Audit  Circular  No. 2013-003A s. 2013 (copy enclosed), which prescribed revised rates of the LCA.
  2. The loyalty cash award is given to an official/employee who has completed at least 10 years, and every five years thereafter, of continuous and satisfactory service in the government.
  3. Immediate dissemination of and compliance with this Order is directed.
