Salary increase not as Christmas gift but would be given "SOONER rather than later."


The government will soon increase the salary of its employees, after the administration reported it already made progress in standardizing their salaries.

In a radio interview, Deputy Presidential Spokesperson Abigail Valte said the administration aims to increase the salaries of government employees in order to compete with what is being given to their counterparts in the private sector.

Quoting President Benigno Aquino III, Valte said the government "is making very good progress on that proposal because at the end of the day we want to be able to give our government workers a competitive standing as compared to their counterparts in the private sector."

Valte said the government has already standardized the pay of workers in government-owned and/or -controlled corporations (GOCCs), and the administration would want to replicate it to other agencies.

"Of course, hindi naman po necessarily pareho ‘yung numbers, but the President said we would want to do something similar for those in government service," Valte said.

She also said the salary increase, although not intended as a Christmas gift, would be given "sooner rather than later."


In the 14th Semiconductor and Electronics Industries in the Philippines (SEIPI) CEOs forum on Friday, the President said the government is considering a new round of salary standardization increases.

"The idea is to match the private sector by about 70 percent of what a private sector employee gets and the bonuses will no longer be pro forma bonuses but rather performance-based bonuses," the President said.

The Performance-Based Bonus (PBB) system, launched by the Aquino administration in 2012, is a merit-based incentive program that recognizes and rewards exemplary performance in government.

It aims to improve the delivery of goods and services to the public, as well as institute a culture of excellence in public service across the bureaucracy.

The PBB is "a top-up bonus to be given to personnel of bureaus or delivery units in accordance with their contribution to the accomplishment of their department's overall targets and commitments."

It is given when the department achieves the performance targets under their respective so-called major final outputs and also their priority program commitments earlier approved by the President.

The president believes that adjusting salaries could also discourage state workers from being involved in corrupt practices.

An Average P3,000 PER Month Increase in the Salary

President Benigno Aquino III expressed confidence on Tuesday that the government could increase the salaries of its workers next year.

During the Jesse Robredo Day Multi-Sectoral Forum in Naga City, Aquino told a state employee that the government would be able to implement the fourth phase of the Salary Standardization Law (SSL4).

"Itong SSL4, mukhang may kakayahan tayo," Aquino said. "Nandiyan si (Budget Secretary) Butch (Abad). Actually, ikaw nga pala ang nagbi-brief sa akin 'nung isang araw na mukhang kaya natin ito. Hinihintay ko na lahat 'nung detalye, tapos siyempre, hihingi tayo ng pahintulot sa Kongreso."

Abad earlier said that a total of P50.6 billion was included in the proposed P3.002-trillion national budget for 2016 for the possible increase in the salaries of state workers. This would translate to an average P3,000 a month increase in the salary of each of the 1.3 million government employees.

Apart from the proposed wage hike, Aquino said the government has given Productivity Enhancement Incentives to its employees and has transitioned into providing performance-based bonuses.

Aquino stressed the importance of giving performance-based bonuses, saying this enables employees to determine their own bonuses while eliminating the "palakasan" system in government offices.

"Ano ba ang madadagdag sa sweldo niyo, sa benepisyo niyo? Siguro ang tamang sagot doon, kayo ang magtatakda 'nung kung anong idadagdag dahil kayo ang magpapatupad 'nung mga ipinangako niyo sa buong bansa na ito ang mami-meet niyong targets," Aquino said.

"So wala nang palakasan sa boss, wala nang parang nawawalan ng katuwiran kung sino ang may bonus at sinong wala. Dito kayo mismo, 'yung kawani ng gobyerno ang magtatakda ng sarili niyong bonus dahil pinagkasunduan nga 'ito ang aabutin ko,' nalampasan, dapat may reward kayo."

Aquino urged state workers to keep on doing their jobs better so that the government can also continue repaying them with better benefits.

"Gawin niyo 'yung parte niyo, gumaganda 'yung ating bansa, gumaganda 'yung lipunan, gumaganda rin 'yung negosyo, lumalaki ekonomiya," Aquino said.

"Habang gumaganda ang ekonomiya, dumadagdag ang kakayahan ng gobyerno na magpataas na magpataas ng mga benepisyo sa ating mga kawani," he added.

Grade 10 Advisers shall Submit SHS Preference Through the Learner Information System (LIS)

Advisory: The conduct of early registration for incoming Senior HS student shall be moved from October 19-23, 2015 to November 9-13, 2015 to give all SHS entrants ample time to decide on their choice of SHS track.

Grade 10 Class advisers shall register the students for SHS and submit their preference/s through the Learner Information System (LIS) not later than November 29, 2015.
