After announcing that members of the Armed Forces of the Philippines (AFP) will enjoy an incremental increase in their pay beginning August, President Rodrigo Duterte promised he will increase the salary of the teachers next.

"Ito, itong increase of salaries, ang sunod ko mga teachers," he said in a statement during the situational briefing at Camp Guillermo Nakar in Lucena City on Thursday.

Duterte has yet to give details about this plan as well as his previous announcement to hike the pay of the soldiers.

The Department of Budget and Management (DBM) is also mum on how they will implement the President's promise to the military, given that the current administration took office midway through the year.

"Will announce it when ready," DBM Secretary Benjamin Diokno told GMA News Online in a text message.

Presidential spokesperson Ernesto Abella also did not have any update on how Duterte plans to increase the salary of the soldiers.

"I don't have the details for the first tranche. Although he did give the assurance that it will be fulfilled. Kaya lang talaga, this year is still the budget of last year so he cannot really impose upon it. But he did say that there will be incremental increase and I believe by next month," he said.

Duterte in the same statement before the officers of the South Luzon Command explained that he understands the plight of soldiers and other government workers.

"I’ve been with government for so long. Ordinaryong tao lang ako 'no. 'Di masyadong... casual, casual lang tayo. Anak lang ako ng mahirap eh. So I know how it is to rise from the ranks," he said.

Teachers, especially who are beginners in the public school system must be oriented not only on how to conduct a good classroom management as they go on daily teaching. They should also be oriented regarding the primary concept in compensation, which includes the basic pay received by an employee pursuant to his employment, including all other fringe benefits accruing to his position. Aside from this is the hiring rate which is the first step in salary grade of a given class. As part of it, they must be informed well such as the Proportional Vacation Pay (PVP) so that they don’t expect too much for the continued payment of their salary once they are included within the payroll system. They may not receive the salary in April and May, or they might be deactivated in payroll from June to July due to earned PVP.

What is proportional vacation pay?
Proportional Vacation pay is the salary of teachers during the summer and Christmas vacations, computed in proportion to the number of days they have served during the school year.
 

Who are entitled to proportional vacation pay?
As a general rule, teachers under the teacher's leave basis who have rendered service up to the end of the school year.

• All teachers who rendered one (1) year or more in the service are entitled to full payment of PVP, provided that they have not incurred more than three (3) days of absences without pay from the beginning up to the end of the school year. Three (3) days absent without pay is equivalent to one (1) day deduction in PVP. The reference for computation of PVP is under the DepED Memorandum No. 78, s. 2016, entitled Computation of Public School Teachers’ Proportional Vacation Pay (PVP) for SY 2012-2013.

• Newly hired teachers who have rendered at least more than one (1) month in service are entitled to Proportional Vacation Pay (PVP) salary. Even they were hired in the middle of the school year. Their salary was computed based on the affectivity of their appointment, the basis of the reckoning date of summer vacation days they have earned in a school year.

• Retired teachers are also entitled to payment of PVP. The same computation is applied. The total days rendered is until the day before the effective date of retirement.

• A teacher who goes on maternity leave who pay turns to duty immediately following her leave and renders continuous service up to the end of the school year.

• A substitute or temporary teacher who serves continuously up to the end of the school year and whose services are not broken due to the termination of his appointment.

How many days of proportional vacation pay is a teacher entitled to?
A teacher who has rendered continuous service in a school year without incurring absences without pay of more than 1-1/2 days is entitled to 88 days of proportional vacation pay (16 days Christmas and 72 days summer vacation salaries). 

When does a teacher forfeit his right to proportional vacation pay?
a.) When he transfers to a private entity or to another department of the government during the school year.
b.) When he resigns from the service before the end of the school year.
c.) When he is separated or dropped from the service for cause or;
d.) When his appointment as a substitute teacher is terminated before the end the school year.

Why I am still deducted of PVP-Overpayment since I am already deducted of my absences?

• Please note to be entitled to full payment of Proportional Vacation Pay, teachers should have rendered CONTINUOUS services during the school year. While you are already deducted of absences or your salaries cut due to leave without pay, you are also deducted of PVP-Overpayment.

How to compute the Proportional Vacation Pay?

• The Department of Education (DepED) has provided the field offices yearly with a standardized basis for computation of PVP. Please refer to the DepED Memorandum for the uniform basis of computation.

Salary Increase for Teachers, "Inconsiderate" & "Negligible" 10K extra pay for public school teachers if Duterte-Cayetano wins in 2016

Under the tandem of Davao Mayor Rodrigo Duterte and Sen. Alan Cayetano, the two politikos vowed that public school teachers will be granted an additional P 10,000 compensation over and above the Salary Standardization Law (SSL).

“Tatapusin natin ang malulungkot na pasko ng ating mga guro. Hindi dapat sila tinitipid at kinakaligtaan. Makakaasa ang ating mga guro ng matapang na solusyon at mabilis na aksyon para itaas ang kanilang mga sahod at iba pang benepisyo,” Cayetano said.

The senator lambasted the government’s proposed salary increase for public school teachers calling it “inconsiderate” and “negligible.”

Cayetano said the government’s proposed entry-level position of teachers is to grant an additional amount of P2, 205.00 from the present P18, 549.00 or a meager increase of less than 12%, spread over a period of four years, making the annual increase of a little more than P500.00, the lowest in recent history.

“Instead of repairing the government’s erroneous compensation scheme for teachers, which past and present salary laws classified teachers as among the lowest paid government professionals, its proposed salary increase only reinforced this flawed system,” Cayetano said.

“This what Mayor Duterte and I want to end. We will restore the dignity of the teaching profession. No more cheapskate wage increases which do not address burdensome taxes, cost of living and living conditions in general,” Cayetano added.

Cayetano said their proposal is part of his Senate Bill 94, that grants public school teachers, locally-funded teachers, non-teaching personnel, and non-teaching personnel of the Department of Education (DepEd) additional compensation

DAVAO CITY EMPLOYEES TO GET BONUS

The Davao City Government will release the Christmas bonus for its employees before the last working day before Christmas.

In yesterday’s flag raising ceremony at the City Hall, city administrator J. Meclchor V. Quitain announced that the city has already found the source of funds for the employes’ Productivity Incentive Allowance.

But Quitain said City Hall will formulate a mechanism on how to release the bonus because he is worried about employees who have debts from loan sharks.

“Give us time to think it over because I am concerned with people still have unpaid loans. That money, if I understand that if it will be placed in the ATM, there is somebody who will get it ahead of you,” Quitain told the employees.
“That money is reserved for the family. Sana yung mga nagpapautang, ay may paki-usap din ako sainyo, huwag niyo naman galawin yung bonus ng mga empleyado at least for this Christmas. Hindi naman yan kasama sa usapan. Ibigay niyo na yan sa kanila (To the money lenders, I am asking that you don’t take the bonus of the employees at least for this Christmas. That is not included in your agreement. Just give to them),” he added.
Quitain also told the employees not to borrow money from lenders in anticipation of their bonus.
“Kayo naman, huwag na kayong umutang. Hindi pa nga narelease, inutang na niyo,” Quitain said.
In an interview with Edge Davao, City Human Resource Management Office (HRMO) head Erwin Alaparaque said the local finance committee (LFC) of the executive department will hasten the proceedings so that it will be endorsed to the City Council. 

Alparaque said the LFC already endorsed its resolution to Mayor Rodrigo R. Duterte and it is now waiting for his signature.
“Then the request from the city mayor to appropriate funds for the grant and payment of Productivity Incentive Allowancewould be endorsed to the City Council,” he said.
 
Alparaque said the bonus for employees will be included for the Supplemental Budget No. 2 this year.

He said as soon as the City Council approves within next week, the bonus will immediately be released to the employees.
 
Alparaque said the LFC recommended to draw the fund from the savings on Personal Services (PS) and Maintenance and Other Operating Expenses (MOOE).
 
He said all regular, contract of service, and job order government workers will get their bonus as soon as the City Council approves it.
 
He said he did not know if there would be an increase from last year’s P72 million allocation for the bonus, but regular employees will get P10,000 bonus each while the job order and contract of service will get P5,000 each.

Alparaque said the city government has a total 12, 827 employees: 2,827 are plantilla or regular employees, 4,242 are job order employees, and 5,365 contract of service employees.

Teachers receive P10T cash aid

AROUND 5,500 public elementary and secondary school teachers received their P10,000 assistance from the Cebu City Government yesterday.

But unlike most of the teachers, 21-year-old Asmah Agorig will not be spending her cash aid for the Christmas. Because she is a Muslim, Agorig will be using her cash gift to pay for her tuition after she enrolled as an education major student. Agorig teaches Arabic language at the Zapatera Elementary School. Although she has been teaching for three years by virtue of her skill in the foreign language, Agorig said she has yet to complete her bachelor’s degree. She just needs to pass the qualifying exam to be able to teach. Agorig is now in her second year in her college education.

“I am thankful that the City gave us the financial assistance because it will really help in our expenses,” Agorig told Sun.Star Cebu.

Yesterday was the first time for her to get her P10,000 financial assistance.

For Alma Karen Oporto, a portion of the cash assistance will be shared with her students during their Christmas party on Friday. Oporto is a grade 5 teacher in Banilad Elementary School. “Mohatag sad ko ug share sa akong mga pupils, mopuno ko gamay para sa among Christmas party aron malipay sad ang mga bata(I will share this with my pupils, I will contribute to their Christmas party so the kids will be happy),” she said.

Aside from it, most of her cash aid will be spent for her child’s tuition.

Budget

In an interview yesterday, Local School Board Chief Raddy Diola said the City set aside P55 million under this year’s annual budget for the teachers’ cash aid.

Even if it was given in December, Diola clarified that the P10,000 given to the teachers is not a bonus, but an assistance the City has been giving under suspended Mayor Michael Rama’s administration.

There are at least 140 public elementary and high schools in the city. City Treasurer Diwa Cuevas said teachers who failed to claim their financial assistance during the scheduled distribution yesterday can still claim it until December 23 at the City Treasurer’s Office

Salary increase not as Christmas gift but would be given "SOONER rather than later."

The government will soon increase the salary of its employees, after the administration reported it already made progress in standardizing their salaries.

In a radio interview, Deputy Presidential Spokesperson Abigail Valte said the administration aims to increase the salaries of government employees in order to compete with what is being given to their counterparts in the private sector.

Quoting President Benigno Aquino III, Valte said the government "is making very good progress on that proposal because at the end of the day we want to be able to give our government workers a competitive standing as compared to their counterparts in the private sector."

Valte said the government has already standardized the pay of workers in government-owned and/or -controlled corporations (GOCCs), and the administration would want to replicate it to other agencies.

"Of course, hindi naman po necessarily pareho ‘yung numbers, but the President said we would want to do something similar for those in government service," Valte said.

She also said the salary increase, although not intended as a Christmas gift, would be given "sooner rather than later."


In the 14th Semiconductor and Electronics Industries in the Philippines (SEIPI) CEOs forum on Friday, the President said the government is considering a new round of salary standardization increases.

"The idea is to match the private sector by about 70 percent of what a private sector employee gets and the bonuses will no longer be pro forma bonuses but rather performance-based bonuses," the President said.

The Performance-Based Bonus (PBB) system, launched by the Aquino administration in 2012, is a merit-based incentive program that recognizes and rewards exemplary performance in government.

It aims to improve the delivery of goods and services to the public, as well as institute a culture of excellence in public service across the bureaucracy.

The PBB is "a top-up bonus to be given to personnel of bureaus or delivery units in accordance with their contribution to the accomplishment of their department's overall targets and commitments."

It is given when the department achieves the performance targets under their respective so-called major final outputs and also their priority program commitments earlier approved by the President.

The president believes that adjusting salaries could also discourage state workers from being involved in corrupt practices.

An Average P3,000 PER Month Increase in the Salary

President Benigno Aquino III expressed confidence on Tuesday that the government could increase the salaries of its workers next year.

During the Jesse Robredo Day Multi-Sectoral Forum in Naga City, Aquino told a state employee that the government would be able to implement the fourth phase of the Salary Standardization Law (SSL4).

"Itong SSL4, mukhang may kakayahan tayo," Aquino said. "Nandiyan si (Budget Secretary) Butch (Abad). Actually, ikaw nga pala ang nagbi-brief sa akin 'nung isang araw na mukhang kaya natin ito. Hinihintay ko na lahat 'nung detalye, tapos siyempre, hihingi tayo ng pahintulot sa Kongreso."

Abad earlier said that a total of P50.6 billion was included in the proposed P3.002-trillion national budget for 2016 for the possible increase in the salaries of state workers. This would translate to an average P3,000 a month increase in the salary of each of the 1.3 million government employees.

Apart from the proposed wage hike, Aquino said the government has given Productivity Enhancement Incentives to its employees and has transitioned into providing performance-based bonuses.

Aquino stressed the importance of giving performance-based bonuses, saying this enables employees to determine their own bonuses while eliminating the "palakasan" system in government offices.

"Ano ba ang madadagdag sa sweldo niyo, sa benepisyo niyo? Siguro ang tamang sagot doon, kayo ang magtatakda 'nung kung anong idadagdag dahil kayo ang magpapatupad 'nung mga ipinangako niyo sa buong bansa na ito ang mami-meet niyong targets," Aquino said.

"So wala nang palakasan sa boss, wala nang parang nawawalan ng katuwiran kung sino ang may bonus at sinong wala. Dito kayo mismo, 'yung kawani ng gobyerno ang magtatakda ng sarili niyong bonus dahil pinagkasunduan nga 'ito ang aabutin ko,' nalampasan, dapat may reward kayo."

Aquino urged state workers to keep on doing their jobs better so that the government can also continue repaying them with better benefits.

"Gawin niyo 'yung parte niyo, gumaganda 'yung ating bansa, gumaganda 'yung lipunan, gumaganda rin 'yung negosyo, lumalaki ekonomiya," Aquino said.

"Habang gumaganda ang ekonomiya, dumadagdag ang kakayahan ng gobyerno na magpataas na magpataas ng mga benepisyo sa ating mga kawani," he added.
