Teachers, especially who are beginners in the public school system must be oriented not only on how to conduct a good classroom management as they go on daily teaching. They should also be oriented regarding the primary concept in compensation, which includes the basic pay received by an employee pursuant to his employment, including all other fringe benefits accruing to his position. Aside from this is the hiring rate which is the first step in salary grade of a given class. As part of it, they must be informed well such as the Proportional Vacation Pay (PVP) so that they don’t expect too much for the continued payment of their salary once they are included within the payroll system. They may not receive the salary in April and May, or they might be deactivated in payroll from June to July due to earned PVP.

What is proportional vacation pay?
Proportional Vacation pay is the salary of teachers during the summer and Christmas vacations, computed in proportion to the number of days they have served during the school year.
 

Who are entitled to proportional vacation pay?
As a general rule, teachers under the teacher's leave basis who have rendered service up to the end of the school year.

• All teachers who rendered one (1) year or more in the service are entitled to full payment of PVP, provided that they have not incurred more than three (3) days of absences without pay from the beginning up to the end of the school year. Three (3) days absent without pay is equivalent to one (1) day deduction in PVP. The reference for computation of PVP is under the DepED Memorandum No. 78, s. 2016, entitled Computation of Public School Teachers’ Proportional Vacation Pay (PVP) for SY 2012-2013.

• Newly hired teachers who have rendered at least more than one (1) month in service are entitled to Proportional Vacation Pay (PVP) salary. Even they were hired in the middle of the school year. Their salary was computed based on the affectivity of their appointment, the basis of the reckoning date of summer vacation days they have earned in a school year.

• Retired teachers are also entitled to payment of PVP. The same computation is applied. The total days rendered is until the day before the effective date of retirement.

• A teacher who goes on maternity leave who pay turns to duty immediately following her leave and renders continuous service up to the end of the school year.

• A substitute or temporary teacher who serves continuously up to the end of the school year and whose services are not broken due to the termination of his appointment.

How many days of proportional vacation pay is a teacher entitled to?
A teacher who has rendered continuous service in a school year without incurring absences without pay of more than 1-1/2 days is entitled to 88 days of proportional vacation pay (16 days Christmas and 72 days summer vacation salaries). 

When does a teacher forfeit his right to proportional vacation pay?
a.) When he transfers to a private entity or to another department of the government during the school year.
b.) When he resigns from the service before the end of the school year.
c.) When he is separated or dropped from the service for cause or;
d.) When his appointment as a substitute teacher is terminated before the end the school year.

Why I am still deducted of PVP-Overpayment since I am already deducted of my absences?

• Please note to be entitled to full payment of Proportional Vacation Pay, teachers should have rendered CONTINUOUS services during the school year. While you are already deducted of absences or your salaries cut due to leave without pay, you are also deducted of PVP-Overpayment.

How to compute the Proportional Vacation Pay?

• The Department of Education (DepED) has provided the field offices yearly with a standardized basis for computation of PVP. Please refer to the DepED Memorandum for the uniform basis of computation.

To support the implementation of Grades 1 to 10 of the K to 12 Basic Education Curriculum (BEC), the Department of Education (DepEd), through the Bureau of Elementary Education (BEE) and Bureau of Secondary Education (BSE) provides the guidelines on the selection of honor pupils and students contained in the following enclosures for reference:

Enclosure No. 1 - Guidelines on the Selection of Honor Pupils/Students of Grades 1 to 10 of the K to 12 Basic Education Curriculum;
Enclosure No. 2 - Sample Report Card (Elementary and Secondary; and
Enclosure No. 3 - Procedure in Ranking Honor Pupils and Students.

The enclosed guidelines shall be implemented starting School Year (SY) 2012- 2013 for Grades 1 and 7.

End of SY 2015-2016 Rites: May Graduation ba o Wala?

The 2016 ceremonies shall focus on the theme "Kabataang Mula sa K to 12, Tagapagdala ng Kaunlaran sa Bansang Pilipinas." This theme focuses on the K to 12 Basic Education Program as a transformative vehicle for local and national development. Through the provision of quality education, the K to 12 Basic Education Program develops and harnesses the skills and competencies of the Filipino youth that will lead to human and community development.

The graduation rites should be scheduled on or before April 1, 2016. For schools divisions or regions with an extended school year, schools will have to be guided by their approved revised school calendar.

Further, the end of school year rites should be an appropriate and solemn ceremony befitting the learners and their parents and shall not be used as a political forum.

NAT 10, hindi na rin tuloy!

Attached here is a screenshot of Schedule of Activities as of February 10, 2016. As per USec Ocampo, LAPG and NAT 6 are postponed due to failed bidding. (Watch the video below)

As per the original schedule, NAT 10 will be administered on March 2, 

but as you can see from the schedule of activities from the deped.gov.ph website, there is NO NAT 10 listed.

DepEd Order No. 48, s. 2015 Amendment to DepEd Order No. 41, s. 2015 (Senior High School Career Guidance Program and Early Registration)

The provisions stipulated in DepEd Order No. 41, s. 2015 entitled Guidelines on the Senior High School Career Guidance Program (CGP) and Early Registration shall remain in force and in effect except for the following provisions pertaining to the conduct of the early registration: 

The Senior High School (SHS) Early Registration shall be extended from October 19 to November 13, 2015 to give all SHS entrants ample time to decide on their choice of SHS track. 

All Grade 10 students in School Year (SY) 2015-2016 in all public and private secondary schools, including state universities and colleges (SUCs), shall submit to their respective class advisers their choice of school/s and program/s using the revised SHS Preference Slip contained in Enclosure No. 1.

Class advisers shall register the students for SHS and submit their preference/s through the Learner Information System (LIS) from November 9 to 29, 2015. The procedural guide for encoding of the learners' preference/s in the LIS is detailed in Enclosure No. 2. 

High school graduates prior to the full implementation of the K to 12 Program, passers of the Philippine Educational Placement Test (PEPT) and Accreditation and Equivalency (A&E) Examination for JHS Level, and other learners outside the formal system (those who are not covered by the LIS), may register for SHS in any of the schools offering SHS using the revised SHS Registration Form found in Enclosure No. 3.

The school head shall forward to the Schools Division SHS coordinator the duly accomplished registration forms (Enclosure 3) of all non-LIS SHS registrants not later than November 16, 2015. The school shall maintain a duplicate copy of the said forms for records purposes.


The Schools Division SHS coordinator, with the assistance of the planning officer and/or IT coordinator, shall enrol the non-LIS SHS registrants in the LIS. The detailed procedural guide for encoding the learners’ information and preference/s shall be posted at lis.deped.gov.ph/help. The log-in accounts of the planning officer or IT coordinator can temporarily be used for purposes of SHS registration.
To better guide the students in making decisions on their SHS preference/s, DepEd provides a complete list of all public and private schools offering SHS and their corresponding program offerings available on http://www.deped.gov.ph/k-to-12/shs. This list can also be downloaded from the SHS Registration page once the school logs in to the LIS.
